Discussion
As in developing countries: کشورهای در حال توسعه. Since we have the word context here, it will be somehow weird as a verb: در بافت باورهای سلامت عمومی و توسعه دادن گزینه های درمانی the second part is awkward.
Also, we have a rule in English called parallel strucrure which states that when you have an adjective on one side, you need another adjective on the other side. "Popular" is an adjrctive, so "expanding" is another adjective and it can hardly be a verb.
