这里的“制”，其实就对应外国习惯的“颁发”，如果翻译为made by之类的，外国人会觉得很奇怪

不需要发证机关了，直接就是issued by the Ministry of Finance of the People's Republic of China.
这样并未丢掉原文的要素，翻译有时需增译，有时需省译，有时需变译。丢掉原文的文字，不等于也丢掉了原文的意思。
当然，你也可以保留发证机关Authority:the Ministry of Finance of the People's Republic of China，但制就不用翻译了。
