agree The Misha : That's what it says. I don't see how it could have anything to do with enforceability though.

Thanks, Misha. I thought that, perhaps, if the law itself stated what LE should do in order to enforce it, then conceivably this text might have to do with that side of things: whether or not it were possible for LE to comply in the sense of enforcing it.

agree Rachel Douglas : For the record, I already proposed that - if "the context dictates" it. But, in English, you do need the definite article in front of "requirements."

disagree The Misha : Given what we know here, this is an apparent mistranslation. A provision of the law can easily be complied with and still not be enforceable. These are two different things.
