This is from a letter to an Argentine senator in support of a bill to ensure artists receive droit de suite.
The paragraph reads: "Me dirijo a Ud. a fin de solicitarle el tratamiento del Proyecto de Ley S-3150/14. Dicho Proyecto tiene el fin a proteger la propiedad intelectual de los artistas visuales argentinos, y tiene **giro parlamentario** a la Comisión de Legislación General que Ud. preside."
Does this just mean that the bill is now before this committee for study?

Yes, that is what it means.
"tener giro" means that is has been approved for forwarding by Congress to the Committee stage.
Although "parlamentario" is often loosely used as a synonym for Congressional, technically Argentina is a Presidential not a parliamentary democracy, so I don't use it in English.
