Contract
The Contracting Officer may designate in writing one or more Government employees, by name and position title, to take action for the Contracting Officer under this contract. If to follow your logic, FHWA's Contracting Officers should all have a 'warrant'. What about COCO's members? Are they subject to the COWP?

1. When are warrants terminated?
a. The COCO may terminate a Contracting Officer’s warrant at any time. The COCO will give the individual, whose appointment has been terminated, a written notice stating the reasons, and the effective date of the termination. There will be no retroactive termination of a Contracting Officer’s warrant. Justifiable reasons for termination include, but are not limited to, the following:
1. (1) The appointee transfers to another Government agency;
2. (2) The appointee retires, resigns, or is terminated from Government employment;
3. (3) The need for a Contracting Officer no longer exists;

О разнице между "аттестацией", "сертификацией" и "лицензированием":
Все три термина означают процедуру подтверждения квалификации / соответствия какому-либо набору требований. Из своей практики знаю, что "аттестация" - это внутриведомственная процедура, "сертификация" проводится, как правило, негосударственным образованием (напр., саморегулируемой организацией), а "лицензирование" - уполномоченным государственным органом. Отсюда "аттестованный специалист", "сертифицированный бухгалтер" и "лицензированный охранник".
Полномочия - это то, что дается служащему во исполнение какой-то функции, какого--то поручения и пр. Будь он хоть трижды лицензированный, но с доверенностью на совершение сделок до $50.000 или без права внесения изменений в контракт - цена ему -
Равно как Ваше понимание различия между "предоставлением полномочий/уполномочиванием" || "аттестацией" || "сертификацией" || "лицензированием" в целом (желательно со ссылками на соответствующие правоустанавливающие документы - международные и национальные).
