This doesn't look like a proper sentence to me and I can't make much sense of it.

There is definitely something wrong with the last sentence, however based on the previous sentence, I wonder if the idea is that the institutions have to deal with these deficiencies on a daily basis...

The term does not mean only "face" the problems, which could very signify simply "seeing" them, but means implicitly that the officials are actually "putting their face forward" to resolve the problems.

In Spanish sounds a bit strange. It could be either "Las instituciones dan la cara a estas deficiencias..." meaning "the institutions face these faults/deficiencies..."
or "Las instituciones que dan la cara..." BUT, in this case, there should be some complement, an action after the statement. The first choice seems better for me.

or "Las instituciones que dan la cara..." BUT, in this case, there should be some complement, an action after the statement. The first choice seems better for me.
