I think workers have a wider meaning, 包括坐办公室的STAFF和车间里干活的工人。contingent worker更强调应急，比如救灾时临时聘请的人员。Temporary是与PERMANENT 对应的，不一定是为了应急而聘请的。有的公司为了省钱，少支付一点福利，本来ON-GOING的职位，也是聘请Temporary employee，虽然称为临时，可是也有的人在一个Temporary 位置上一干就干很多年。

: I think this is more accurate than 临时工 which can be easily confused with temporary staff. Since the sentence has Temporary Staff that follows immediately Contigent workers, 特约雇佣人员 is a better choice.
