Eu até entendi o termo, mas não consegui pensar em uma tradução adequada.
Pelo que imagino, seria um tipo de uma proteção, "coleira", cabresto, algo assim.

Pela definição do Dictionary.com, acho que a definição mais adequada para "stocks" seria
"a frame in which an animal is held while receiving veterinary attention or while being shod"
