It goes on to talk about how Germany already put people on short work before "the crisis," so they didn't have to lay people off when the crisis hit; they didn't hire too many people during the "boom" years, and they reduced unemployment by forcing people to take jobs below their qualifications in order to receive any social security payments.
It seems like it should mean "Germany is making trouble for itself," but that doesn't make sense in the context, which is that Germany is in better shape than its neighbors.

I think the point is труд / утруждать, playing on the shared root of labor and making an effort.
You could keep this with the boring-sounding "Germany Labors Hard", or get silly with "Germany Does the Jobs".

Есть подозрения, что это – буквальный, неудачный и неуместный перевод немецкого глагола «sich beschäftigen». Интересно, кто автор этого заголовка?
Вариантов перевода может быть очень много, и все они будут иметь право на существование. I’m thinking:
(1) “Germany: Working Its Way (through / out of the crisis)” OR
(2) “Germany: Good Job!” OR
(3) Playing around with the commonly known German word “Arbeit” can also work, zum Beispiel: “Germany: Gute Arbeit!..”
