4th request for proposal for the support of projects

or 4th invitation to bid for the support of projects

Edital in this context is either an invitation to bid on a specific project or a request for proposal, which, as Francisco already mentioned, has a broader sense than a simple bid on a specific project. Check your precise context and decide for one of the two.

neutral Marlene Curtis : bid = concorrëncia, request for proposals = solicitação de propostas. (two different terms altogether)

No. Bid isn't concorrência, as I explained above. And a solicitação de propostas is usually made public by an edital: the principal publishes an invitation to bid or request for proposal (edital), and the contractor submits the bid (proposta, oferta).

neutral Fabian Deckwirth : The exact term used in public procurement is "invitation to bid"; after all, the bid is submitted by the bidder, not issued by the procurer.

public proclamation

Apenas considero que o edital inclui mais do que apenas uma oferta de preços, mas sim outros fatores a serem considerados no seu objetivo mais amplo, embora bid signifique também um convite à participação.
