Hola!, ¿qué es "spte."?. Evidentemente es un cargo, pero no creo que sea "suplente".

laboratory superintendent / function
"la abreviatura de Spte /I&C (e), es decir, con cargo de SUPERINTENDENTE"

I think it must be "superintendente". Such post certainly exists, as does "superintendent" in English:
"Dirección y Administración - Cargo: Superintendente de laboratorio Abril de 2001 Mayo de 2004"
http://201.234.78.173:8081/cvlac/visualizador/generarCurricu...
"LABORATORY SUPERINTENDENT"
http://www.ci.porterville.ca.us/depts/AdministrativeServices...
"Laboratory Superintendent
The Laboratory Superintendent is the Facility Manager in the Department of Physics, reporting directly to the Administrative Secretary of the Department. "
http://www.phy.cam.ac.uk/resources/superintendent.php
What "Función" means here is not clear without seeing the context.
