This is from a Spanish guide called: Guide to Design, Construction and Maintenance of Exterior Pavements made of Natural Stone. The client wants UK English. In this section the text says:
Para resolver problemas específicos de algunos pavimentos se deben intercalar, entre las diferentes capas que los constituyen, materiales especiales con la función apropiada a cada caso particular.
Los materiales empleados con más frecuencia cuentan con funciones aislantes, drenantes,
anticontaminantes o resistentes:
- Láminas aislantes: están constituidas por materiales como films de polietileno, planchas de polietileno, láminas asfálticas, etc. Al colocarlas, el solape entre láminas contiguas debe ser, al menos, de 10 cm.
They also list láminas geotextiles and láminas drenantes. I get the idea, there is a kind of sheet or plaque inserted into the pavement. It would almost work to call it a layer, except earlier in the text they talked about the layers of pavement, sub-grade, capping layer, etc. I can't really figure out what the right word would be in English for this. Any ideas? Thank you

: Membrane is too specific (only really applies to 'plastics' the polyethylene sheets) whereas the ST gives a list of possible "laminas aislantes" which includes asphalt, polyethylene sheets, etc. Also IMO a lamina is not a membrane its thicker - a layer

"Layer" would have been what I'd have chosen but if you don't want to use "layer", then "lamina" is a perfectly good word. I don't know how common it is used in construction though...
