Ja, das würde ich schon so sehen ("development land" ist/sind Grundstück/e, das/die erst noch entwickelt = bebaut werden). In Deinem Fall dürfte es sich wie gesagt um reine/s Baugrundstücke/Bauland handeln (ohne Gebäude).

Je nach Zusammenhang und wie es passt. Meiner Erfahrung nach und wie die Suche mit Google zu "new development" zeigt, sind "new developments einfach nur "Neubauvorhaben" oder "Neubauprojekte". Mit Erschließung von Bauland alleine hat das zunächst nichts zu tun.
