: I'd be wary of "community" since this could cause confusion with communauté de communes (rural areas) and communauté urbaine (urban areas), both of which are EFCIs (qv). That said, the word président is troublesome ...

This goes against my intuition, but I believe it is the correct term if we are talking about communes, based on the evidence I found--see links below.

: It will certainly depend on which country the document pertains to. Depending on the African country, commune may be precisely correct and also imply local level government. In other contexts, the other two options may be good

On the other hand, the head of a communauté urbaine regrouping several urban communes or of a communauté de communes regrouping several rural communes would indeed be a président.
