set the go-fast bill

English Other Ships, Sailing, Maritime sailors’ jargon
This phrase is used in a report written by a Coast Guard officer regarding the boarding of a vessel suspected of smuggling narcotics. The phrase is between quotation marks in the original.
Can someone clarify this cryptic phrase for me, please?

Go-fast bill The go-fast bill is a standing plan of action for the crew to take in response to a go-fast sighting

A go-fast sighting means that they have seen what is known as a go-fast vessel
A go-fast vessel is usually a powerful, custom-built, fiberglass boat with at least three outboard motors to traffic drugs at high speeds throughout the coastal and open ocean waters
