Portuguese to English Medical Human Resources
Enquadrar e Treinar Agentes Comunitários e Parteiras Tradicionais.

This is one item on a list for improving community health care in an African state.
It is not "redeploy" as that came earlier as "reduistrubuir". Hire doesn't sound right nor does promote, or anything else I can think of.

All suggestions, no matter how off the wall, are most welcome

20 years ago ? Oh boy....you look like a kid out of college on your picture there....
Anyway, I just did a large translation for Mozambique and they used "quadro"= staff and "enquadrar" a couple of times so it wasn't a full leap of faith (maybe a half a leap)....good luck with your project!

This may sound Pink Floydish (Off the Wall....he..he)
but you know that in PT-PT "quadro" could mean staff:

From IATE:
EMPREGO E TRABALHO [COM] Entrada completa
PT quadro profissional
EN professional staff

and therefore the verb could be derived from it:
ENQUADRAR agentes, funcionários, etc = HIRE personnel, staff, etc.

Just a suggestion......I could be totally OFF THE WALL
