I have written "Motion for the institution of proceedings". It is about an industrial tribunal case.

Motion practice comes later.
All this "Einleitung" business in German falls away, just extra. We do sometimes say "institute" or "commence" proceedings, but in a different context, for instance, "We reserve our right to institute proceedings before the ___ Court, etc."
I would also question whether this "tribual" is not simply an arbitral tribunal. In that case, it would simply be Request [or Demand] for Arbitration.

(UK), or a more literal version "apply to initiate appeal proceedings".

Based on own legal knowledge as well as frequently listening to news reports on the BBC.

motion for initiation of proceedings pending a court order

Pursuant to the Industrial Tribunal Act (Arbeitsgerichtsgesetz), there are two different types of proceedings, "Urteilsverfahren" and "Beschlußverfahren", named after the type of decision handed down by the tribunal.

A "Beschluß" by a court should not be called "resolution", so I chose court order.
