FIXATION

French to English Bus/Financial Finance (general)
FIXATION DES COURS DE CHANGE POUR LES FRAIS. I understand what it means but can't seem to find the 'right turn of phrase'. Thanks in advance for any suggestions.

setting or determining

I believe 'setting/determining the exchange rate for costs/expenses' would do it but you'll have to choose the best terms depending on context.

fixing or setting, depending on the context

The context provided in the question is rather limited, but you can probably tell from the context you have whether we are talking about "setting" a rate or "fixing" it.
