I think the "cote" is simply the numerical figure and a "bubble" including some explanation should be placed near the number (instead, I would not translate literally, I would use "explained" which expresses the meaning to me if I am not mistaken

Makes me think of the "boxed values" (valeurs encadrées) that are - or, certainly, used to be - used in draft European standards to indicate that the value (dimension, stress, etc.) was not definite and could be replaced in different countries by the values specified by the National Application Document.
Quite how that might fit in with quality control reporting to customers could only be explained by context, I imagine.

I might mean that the value is for guidance only, that the company can't be sued if in practice the product does not achieve the stated value.
