English to Russian Law/Patents Law (general)

The Parties agree to cooperate reasonably in obtaining any Consent of any Person (other than Governmental Authorities) required to consummate and make effective the transactions... To the extent that Sellers and Buyers are unable to obtain any third party Consents prior to the Closing, Buyers and Sellers will use commercially reasonable efforts to make or obtain, as promptly as practicable, all such Consents.

что значит "make"? можно ли его опустить - будут прилагать разумные в коммерческом отношении усилия для получения (или для обеспечения получения) всех таких Согласий в максимально кратчайший срок.
