Talvez deveria traduzir sismplesmente para "poor neighborhoods"...não consigo pensar ema mais nada. Vamos ver os que os outros colegas sugerem. :)

Bairro periférico me passa a idéia de bairro mais pobre enquanto subúrbio passa a idéia de gente bacana. Já favela é algo muito pior que um bairro periférico. Não sei ainda uma boa tradução. :-(

peri-urban neighbourhoods

This is a sociological rather than an architectural term, so although I am confident that it is an accurate translation of your phrase (I recently translated a whole French article about this type of neighbourhood, and this was the accepted English term), it might not be right for your architectural text.

Bairro (lit. quarter, Brazilian pron. ) is a Portuguese word and refers to a community or region within a city or municipality. Bairros exist in the majority of large cities in the world. Related words in English include neighborhood, district, borough or subdivision. Bairro is cognate with the Germanic berg, burg, borg, burgh, borough, etc; and also the Spanish barrio, all of which descend from the same Proto-Indo European root.

outlying suburbs of the city, which usually do not have the same level of infrastructure, and it looks like in your text these suburbs are being upgraded.

depressed neighborhoods/areas

There are lots of references for this on Google...I think this works better than "slums," because those are thought of as being in the city, whereas this more general term could mean outlying areas as well.
