Hello,
Could "l'engagé alimentaire" mean the amount of food the company has "committed to"; in other words, this is the amount of food they have agreed to order over a given period of time?
I hope this helps.

supplier of meals / food supplier
With caution due to the lack of context.
I did find this on a site originating from Luxemburg (see p. 3) with a Google search on "engagé alimentaire" : http://www.men.public.lu/actualites/2009/03/090309_cp_restau...

So the sentence would mean that the supplier cannot provide a lower amount of food supplies, something in that direction, maybe?
