Demaniale should be state or state-owned, but I can't find many hits for state city. It appears in the following sentence from a short text about Sicilian nobility:
"...si era affermata nel tessuto sociale delle città demaniali a partire dalla seconda metà del Quattrocento".

independent crown cities
One way. These were a bit like London, directly under the crown, but independent of local nobles and bishops or so it seems from Wiki.

Crown land is a designated area belonging to the Crown, the equivalent of an entailed estate that passed with the monarchy and could not be alienated from it.
In the United Kingdom and during the British Empire, the hereditary revenues of Crown lands were a feature until the start of the reign of George III when the Crown Estate was surrendered to the Parliament of Great Britain in return for a fixed civil list payment - the monarch retains the income from the Duchy of Lancaster. The concept of federal lands in the US was developed in parallel to that of Crown land in Canada and Australia.
In the Austro-Hungarian Empire and its predecessor the Austrian Empire Crown lands were alternative administrative units to Duchys, as in the Kingdom of Poland and its successor, the Polish-Lithuanian Commonwealth. Also in the era we see crown land being taken away from The british empire and given to the proletariat, or working class, for support.

Be careful about the plural here - demaniali refers to more than one city so in effect you could say "state-owned cities" or federal cities or even federal towns
