The phrase goes:
"Similar 'diffuse' effects of individual economic acts are very common in the sphere of production. Smoke, noise, river pollution, soil erosion, depletion of fish and game, ***industrial ill-health***, moral frustration of the industrial worker and many other instances come to the mind. The money-making system of economy is based on the assumption that such diffuse effects are negligible".

: I think that this is the intended meaning in the context of the Query, in spite of the fact that for this the author could have said 'industrial diseases' in the source.

deterioro de la salud/mala salud en el área/sector industrial
ill-health es mala salud y aquí dice "mala salud industrial" que no suena bien en español, ni refleja las condiciones eternas y amenazantes para la salud que produce interna y externamente el sector industrial,tanto los que se desempeñan en éste como los tercero/externos que sufren sus consecuencias por emanaciones o desechos.
