Project Closure Report
The idea is that the contractor will perform the work according to the plans that will appear in the Project Closure Report. In other words, the contract is linking the "franchise agreement" or "concesión" (as it is for a motorway, it involves public procurement subject to EC rules and will be in the form of a Public Tender Offer from a governmental body) to the Project Closure Report, to ensure that the tenderer does not overspend and keeps to the plans.
The problem might be that it doesn't appear logical because it is mixing two points in time - the start of the project (Concesión) and the end of the project (Liquidación)
