"I rule" brzmiałoby i zbytnio pompatycznie, i dwuznacznie. Na takim, stylizowanym dokumencie nieźle mogłoby brzmieć coś na kształt:

Czyli: "zarządza się/orzeka, to co następuje"

Na podstawie ilosci odpowiedzi orzekam, ze chyba mamy za malo kontekstu :).
Wszystkie odpowiedzi mozna w pewnym kontekscie przelozyc na 'orzekam' (od declare, poprzez decide, determine do rule). Kazde nastepne jest troche mocniejsze, wiec byc moze trzeba dostosowac slowo do mocy owych decyzji.
Ja stawiam na "I hereby decide" lub "I hereby determine"
