If this is simply a rail supported by an upright at each end, so that you can hang clothes hangers from it, I would call it a clothes rail

costumer
"costumer" is used as well to describe a clothes rail. (costumers may have more than one rail) the difference is, I guess, costumers come in various shapes which challenge one's creativity:-))
