So I'm confused about the use of 'appropriately' How does a government institution bows "appropriately"?

Hola Claudia,
De modo más o menos literal sería "no han rendido pleitesía", pero en este caso optaría por otro enfoque (si es que el contexto no te obliga).
Me gusta más la primera; la segunda la emplearía sólo en caso de que se quisiera dar un tono más agresivo.

tiene que ver con hacer una reverencia, como acatando todas las ordenes de un superior, pero me parece que no lo podemos traducir literalmente. Esta puede ser otra opción.
