This is a Mexican menu item. I can find Chilapa as a municipality in the state of Guerrero, México, but haven't found anything related to cooking. Anyone know what it might be? Thanks.

CHILAPAS
Un tradicional antojito mexicano, para chuparse los dedos

Ingredientes:
• 1/2 kg de masa para tortillas
• 3 cucharadas de manteca
• Aceite
• Sal
• Para el Relleno: 1 pechuga de pollo, cocida y desmenuzada
• 1 taza de crema
• 1 latita de chiles chipotles en adobo
• 1 aguacate, cortado en rebanadas
• 2 hojas de lechuga, picadas
• 3 cucharadas de queso añejo rallado
Manera de hacerse:
1 Revuelva la masa con la manteca y un poco de sal, hasta integrarlas.
2 Divida la masa en 24 bolitas.
3 Engrase por fuera un moldecito especial para chilapas o un mole metálico para gelatina individual. Tome una bolita de masa y aplánela como si fuera a hacer una tortilla pequeña; colóquela sobre la parte engrasada del moldecito y oprímala contra ella, para darle forma de chilapa (o cazuelita). Haga lo mismo con el resto de las bolitas de masa.
4 En un sartén con aceite muy caliente, fría las chilapas, con todo y molde, hasta que estén ligeramente doradas. Sáquelas del sartén, sepárelas del molde y póngalas a escurrir sobre papel absorbente.
5 Rellene las chilapas con un poco de pollo; coloque encima una cucharadita de crema, una tirita de chile chipotle, una tirita de aguacate y un poquito de lechuga, para terminar, espolvoréeles el queso.

Just to add a description to Theresa's answer, in case you need to provide an explanation in English. Chilapas/ chalupitas are tortilla-based dishes, consisting of frying or cooking corn tortilla dough that has been shaped. Chalupas/chalupitas have a boat/canoe shape. Chilapas can vary from cup shape to a thin rounded disk. In your context, it is filled with fish.

Chalupas These are made by pressing tortilla dough into an elongated shape with a ridge around the edge, resembling the chalupas or canoes from which they take their name. They are cooked on a comal, and sometimes fried as well, then topped with shredded meat, cheese and similar fillings.
