To 'sit on the fence' as far as I know is to procrastinate. You know you have to do something but you just keep putting it off...
No por nada, pero yo lo veo al revés: ver los toros... para cuando no se participa en algo, cuando te mantienes al margen, cuando no te arriesgas.
Y "nadar..." cuando dudas entre dos opciones sin decidirte.

There's a subtle distinction between "sit on the fence" (emphasizes inaction) and "be on the fence." (emphasizes doubt or uncertainty). I think "mirar los toros desde la barrera" is a good translation for the first, but would suggest nadar entre dos...

agree Bubo Coroman (X) : "no pronunciarse" would be the best if the context is that the people have made up their own minds, but are keeping their decision to themselves.

one neither approves or disapproves, and does not reveal his opinion/which side he is on..thus the "fence".. not on one side or the other.
