Dentro de lo que cabe ... travelling people/travellers is neutral, and I think in Spain that "gitano" is quite neutral, not despective.

In Ireland, unsettled people are called travellers or travelling people. They are not Romanis like in Britain, but they are the functional equivalent of the "gitanos" in Spain.

By travelling people do you think they mean travellers? Don't know what the acceptable PC term now is, but this sounds a little euphemistic to me.

Suspect this is referring to groups of itinerant people, either the modern day style travellers or the more traditional itinerant communities such as the Romanies.

but I think we can translate the term.
