Comment: "Thanks, Cristina. I decided that this must be it in the end, with the help of the US Embassy's explanation of the Hague Convention and "Apostille". It seems that it's a authentication certificate rather than just a stamp, but you put me on the right lines.

I found the latter described as:
"a certificate issued by the Secretary of State or other Notary regulating agency that proves the authenticity of a Notary's signature and seal. An apostille alone is sufficient proof of authentication for notarized documents exchanged between countries which abide by the Hague Convention; otherwise a chain of authenticating certificates may be necessary."
