Credo che con "fall to" si intende qui “deve/devono”.

Guarda non penso proprio che si tratti di un typo... ho trovato molti siti (soprattutto quelli dell\'Inland Revenue, ovvero il fisco britannico) in cui esiste l\'espressione \"falls to be taken into account\" (e mi sembra proprio che voglia dire \"dovere\"). Ecco qui un esempio che potrebbe chiarire i tuoi dubbi (deve/non deve):

sono comprensibili in inglese anche se sembra inglese leggermente maccheronico (it touches to me :-) diciamo scherzando tra italofoni all'estero)
ma il falls viene completato dall'espressione "by me" or "to me"
falls to be taken into account in the same period e' anche rintracciato in rete ma il phrasal verb e' "falls in the same period... to be taken into account"
solo soletto "falls to be taken into account" e' molto piu' facilmente leggibile come fails to be taken into account.

Mi butto...
si intende tassabile qualora necessaria ai fine della determinazione dei profitti della banca.
Cioè se una somma deve essere inserita nel bilancio, diciamo, o in altro tipo di calcolo, atto a stabilire i profitti della banca (ai fini della tassazione) questa somma si intende/è tassabile.
Ecco quello che mi par di capire.
