I would not say “Sector,” because this sounds too Spanish. We tend to use “Industry” – as in the Transportation Industry, Telecommunications Industry, High-Tech Industry, Banking Industry, Utility Industry, Travel Industry, or the Oil Industry. Sector is generally used to differentiate between public versus private – for example, I don’t work in the private sector, I work in the public sector (a government agency). My agency regulates companies in the private sector, specifically, companies in the utility industry.

And I would recommend “authority” or “jurisdiction” instead of “competence.” Competence implies ability, knowledge, skill, expertise, and experience. But in this case we are discussing a governmental mandate to take responsibility for regulation of a specific area of private-sector business. The Ministry has authority and jurisdiction over the Transportation and Telecommunications Industries.

To be more specific about competence, by the Amertican Heritage Dictionary, it means the quality of being capable or sufficient, as in competence of a "competent worker" or a "competent performance." And it also means the condition of being legally qualified. So, in this last example, technically, it can mean competencia, but this is very rarely used. Jurisdiction and authority are much more common in the context provided. If this were a rtranslation of the original legislative Act or Decree creating the Ministry, then maybe Competence would be more appropriate.
