Me parece buena tu opción.
Acá llamamos a este tipo de programas que se dan tanto a nivel primario como secundario Programas / Planes de Educación Especial (entre otros colegios el Colegio de la Salle) y en traducciones he puesto Special Education, de este modo se trata de ser lo más amplio y políticamente correcto que se pueda.
Por ejemplo a los programas / planes de estudios para agrupaciones indígenas (Cruzada Patagonia) que no necesariamente son para chicos con discapacidades pero sí que se encuentran dentro de un grupo social específico también se los llama de educación especial.

I found this on a website describing Chilean curriculum: "Así, la Formación Diferenciada, agrupa los objetivos y contenidos obligatorios correspondientes a los diferentes planes de diferenciación o de especialización que ofrecerá la educación media en sus dos modalidades. Based on this (and it is in fact a transcript of Ensenanza Media) I am going to translate it as Specialized Instruction. |

: that is totally different, for differentiated instruction, it is not necessarily for children w/ disabilities, it is to reach the different learning styles/ sorry nothing to do with fair or unfair, it is just not the right answer that is all.

I really don't care too much for the "agrees" and "disagrees" because I play Kudoz just for pleasure but I do think it is a bit unfair to disagree and even to agree without reading the explanations previously given.
