I agree with you: مستشار would be incorrect. The term used in Arab countries (based on British usage) is اسـتشاري

It is a job title I agree with your point. However, it is actually a job title and I should have deleted the definite articles (alef lam) from the term in order to read as:
طبيب معالج

I prefered not to use مستشار in this context in order not to conflict with the translation of "consultant" which is found in the same text.

I assume, therefore, it was not a job title, but merely a term denoting ""the formal relationship of a hospitalized patient and their primary doctor, as opposed to ancillary physicians assisting the primary doctor."

This term is translated simply as

نائب

... which is the used Arabic term for "attending." The word "physician" is omitted as it becomes redundant. But if you "must," you can say:

طبيب نائب

The expression "attending physician" is very confusing to many people for two reasons:

1. It has two dieffent meanings; and

2. It is peculiarly American.

Hers is an elaboration of the explanation given by Answers.com. The term has two meanings:

1. If it is a title, as in this case, then an attending physician is one who has "completed residency and practices medicine in a clinic or hospital, often focusing on the specialty learned during residency. An attending physician can also supervise residents and medical students.

Legally, attending physicians have final responsibility for patient care, even when many of the minute-to-minute decisions are being made by subordinates (nurse practitioners, physician assistants, resident physicians, and medical students)." (from Answers.com).

In England, this is called a "consltant." This is where the Arabic term اسـتشاري comes from.

2. The term "attending physician" can also be used in a different way -- not as a title denoting rank, but as a term denoting "the formal relationship of a hospitalized patient and their primary doctor, as opposed to ancillary physicians assisting the primary doctor" (from Answers.com). Ironically, in the US, these ancillary doctors are called "consultants."

أما الطبيب الاستشاري فيسمي consulting physician
A physician who is a specialist in a medical field other than that of the attending physician. Consulting physicians may be called in by the attending physician to provide opinions on various aspects of care.

وواضح تماماً من التعريف أن الطيب الاستشاري يختلف عن الطيب المسئول أو المتابع

However, I feel that there is a difference between a consulting physician and a consultant physician, but I have no more time to search.
