That's one possibility. I was a US government civil servant for 17 years. Maybe you can give us some more information. Is the person a civil servant in Thailand? What kind of text are you translating.

Regular, typical

It depends very much on your sentence. For example:

"... his daily routine is that of a typical civil servant"

However, you could use Kim's suggestion as follows:

"... he commands little influence, for he is no more than an ordinary civil servant"
