[My (rough) translation of the previous sentence: French socialism remained weak, divided, often sectarian and wholly incapable of exercising a real influence on the electorate]
"Alors qu’outre Rhin, malgré la dureté prussienne et l’habileté politique du pouvoir impérial, le socialisme démocratique avait déjà jeté les bases de sa puissance."
This is from a political article about French and German socialism. I'm not sure what exactly "dureté" means here and would appreciate any suggestions.

Could be another way to interpret it; that is the first association that came to mind. It would also express the idea of something regimented, as opposed to democratic openness.
