Il Bilancio sociale di mandato fornisce ai cittadini una visione d’insieme sulla progettualità e i risultati ottenuti dall’amministrazione nell’arco dell’intera legislatura e allo stesso tempo rende conto dei benefici dell’azione amministrativa sulle varie categorie di "portatori di interesse"

the bilancio sociale is known in English as the CSR or Report on Corporate Social Responsibility.

I am less sure of the second part. Given that it is a public sector entity, however, I would take the di mandato to refer to the mandate or mission of this public department/entity/agency/company.
