Thannk you Jane - perhaps what's being referred to is bias binding, as I've seen clothes with this sort of decration and the "frill/ruffle" is sometimes made of bias binding material, thin cotton

Discussion
I'll try to describe it again. It looks like a sleeveless shirt top with a plunging V-neck and collar, buttoned down the front. On both sides, running down from the collar and over the boobs almost to the bottom of the shirt, you have these 'vertiges'like a thick open-ended necklace .
