There are various strategies for translating reflexive orders such as this. Here are a couple of other ideas:

"Official communications are to be issued...."

or, if you know the name of the issuing authority, e.g., a court:

"[The court] orders that official communications be issued...

I've left in the "atentos" ("respectful") for the sake fo completeness, but I think you can safely leave it out as it's superfluous and only makes the English sound clumsy.

"Oficio" can be variously translated as official communication / official notice / official ruling / official letter, etc. I generally use "official communication" unless I know what the document is.
