This look like some kins of set phrase to me. Anyone know what they mean? It's a government tender contract.

Or simply turn the whole thing around.
A certificate/document/statement (¿?) must be issued recording all the activities/actions carried out/taken.
(The Spanish leaves a lot to be desired: "De los actuaciones realizadas, se dejara constancia en el acta que necesariamente deberán extenderse"
- "dejara" is missing an accent.
- "deberán" should be "deberá"
This is the idea and it's boilerplate Spanish.
I very much doubt it refers to minutes in the sense of a meeting - these place on record the points raised during a BoD/committee meeting.
Hardly the case here.
And they do not record "actuaciones" but "acuerdos".
Ben's context is "contract" - "acta" can mean certificate or virtually any document which deja constancia. Hard to say w/out further context.

No question.
Las Actas/certificaciones etc... se "extienden".
For example:
"Artículo 2º: Salvo cuando el escribano optare en instrumentarlos por escritura pública, los requerimientos se formalizarán necesariamente por actas, que deberán extenderse en el Libro de Intervenciones Extraprotocolares, que proveerá el Colegio de Escribanos.
En ambos casos el acta se extenderá por procedimientos informáticos, bajo la fe del Secretario Judicial, sin que pueda ser manuscrita más que en las ocasiones en que la Sala en la que esté celebrándose la actuación carezca de medios informáticos.
Etc, etc.

Oh, and I somehow missed "los actuaciones".
The original sentence should really be taken out and shot.

Btw actuación is feminine... So crappy source text anyway...
If so, the meaning would change too. Pls confirm
