This appears to be a variation on "cobrar carta de naturaleza", nicely explained here as follows. I hope you'll excuse my giving a reference for a different term!

Técnicamente, es un término jurídico:
cobrar carta de naturaleza. 1. f. Der. Concesión discrecional a un extranjero de la nacionalidad de un país sin necesidad de requisitos determinados (RAE)

Pero se utiliza también de modo más general (recogiendo esa misma idea) para decir que algo se ha consolidado, o ha adquirido una legitimidad y una seriedad de la que antes carecía. Puede ser sinónimo de contar con la aprobación general, de abrirse paso y hacerse con un lugar en al ámbito del que se está hablando.

Por ejemplo: 'Hace 50 años apenas existían los estudios de periodismo, pero hoy han cobrado carta de naturaleza y puede estudiarse esta carrera prácticamente en cualquier universidad'.
