Among the desired outcomes of a U. N. sponsored cultural development program in the Dominican Republic:
Apoyar la creación de empresas culturales locales y microempresas para mujeres jefas de hogar y jovenes en condiciones de pobreza fortaleciendo la habilitación de Escuelas Talleres de artesanía que contribuyan a potencia los recursos materiales y creativos del país (UNESCO, UNFPA, PNUD, ONUSIDA)
I suspect they simply mean "to create" but any help would be appreciated.
