I've searched for this term on Google, and haven't found a good equivalent English term. The original document, a financial opinion column, says, in relevant part:
"Banamex termina caso Oceanografía: operación cicatriz con Citi
"La junta, que algunos denominan Town Hall, fue dirigida nada menos que por los más altos directivos de Citi. ... El mensaje era claro: tener una operación cicatriz entre Citi y Banamex. Se aprovechaba el fin de la investigación interna (llevada por el despacho Sherman and Stearling) del caso Oceanografía para mandar un mensaje de unidad."
Other news sources show that Citibank demanded that Banamex fire 11 key employees. But this particular column, unlike US sources, stresses the harmony between the two companies.
I'm thinking that "dire measures" might work, but I want to be accurate. I am grateful for your suggestions.

I have been following this situation as well for my work and am familiar with it. What happened between Banamex and Oceanografia caused Citi lots of money. Thus, it put the two banks (Banamex and Citi) at odds, naturally. "Operación cicatriz" is not an "operación" in the strict sense, and given that this is a column in a newspaper the translation can't be literal. The two sides are putting the ordeal behind them. What you cite sounds like a column title, and taking the discussion into account, I think I would say this:
End of Oceanografia affair at Banamex, Healing Process with Citi Begins
I have capitalized it as if it were a newspaper column title.
