German to English Bus/Financial Finance (general)

In the German text on the history of money, the terms Wechsel and Handelswechsel are used synonymously.

As far as I can tell, in English both "promissory note" and "bill of exchange" describe instruments which in German would be labelled "Wechsel".

Since this is a general text about these instruments (as categories of types of instrument and their relation to or role in the development of banknotes as we know them in the form of cash money), which English term could I choose to cover both categories, or should I generally write "promissory notes and bills of exchange" where "Wechsel" is written in German?
