Can someone help with the explanation of "auf Grund", because it is clearly not a preposition, but more an accentuation of the preceeding word (or adverb/adjective)?

In this sentence the preposition " auf" has not been used correctly. It is totally wrong here as is Grund. I don't know the context in which it is used, but it seems to me that in the first place the original text (what language?) has been badly translated into German.
