German term

die Ursache auf Grund für einen Unfall

German to Dutch Tech/Engineering Transport / Transportation / Shipping
Can someone help with the explanation of "auf Grund", because it is clearly not a preposition, but more an accentuation of the preceeding word (or adverb/adjective)?

oorzaak - aanleiding

In this sentence the preposition " auf" has not been used correctly. It is totally wrong here as is Grund. I don't know the context in which it is used, but it seems to me that in the first place the original text (what language?) has been badly translated into German.
Could you perhaps show more of the text?
