This is from a translation of a consent form for participants in a clinical trial, detailing their rights to rectify and obtain the destruction of their personal information.
I'm not sure what this "titulaire" is in this context:
"J'accepte d'être inscrit sur le Fichier national des personnes qui se prêtent à des recherches biomédicales géré par le ministère chargé de la santé. Je pourrai exercer mon droit de vérification et de rectification auprès du titulaire de l'autorisation de lieu de recherches ou du ministère chargé de la santé, des données me concernant présentes dans le fichier et de la destruction de ces données au terme du délai prévu par l'article R.2045 du code de la santé publique."

I'm not sure what this "titulaire" is in this context:

: This sounds so much more natural in English, but in France "titulaire" suggests individual responsiblity. Easier to make someone bear the load if something goes wrong perhps?! How to convey it?

I hadn't realised that the responsibility was down to a person, rather than the institution. I hope that the person concerned is the most senior person, rather than an underling.

Note that a "lieu de recherche" is not necessarily a research centre. It may be a hospital or other health facility, depending on the nature of the research. An enormous amount of biomedical research take place at sites that are not designated "research centres".

A "titulaire" is generally, although not always, an individual appointment in France. Individual appointment means individual responsibility.
As for "research centre/site/..." given that each structure has a different term (INSERM has units, which have teams...), I'm not certain that it is a critical point in this particular instance! Even a rather literal 'place of research' might do the trick.

However, effectively, in a wish to avoid an ambiguity, I created one!
Ignore : "person in charge of authorization at the redearch centre..."
Replace by : AUTHORIZED PERSON AT THE PLACE OF RESEARCH/RESEARCH CENTRE/RESEARCH UNIT

: that sounds like the person who grants authorization/approval - the titulaire is simply the individual who has requested and been granted approval and is responsible for fulfilling the requirements - this person is not "in charge of authorization" then
