Thanks Phil. I didn't find any evidence of them being called collars.
neutral Tony M : The 'cleat' is only part of the whole thing, and as Phil says, misses out the 'collier' aspect; the illustration shows where the cable tie would normally be added.

I think the trefoil shape provides the "collier" aspect.
