Any idea what this is in terms of advertising space??
"Le droit d’asile vise les encarts incluant des communications ou publications concernant les seules parques de l’annonceur."

A guess, but since it is to do with inserts, it could relate to a rates schedukle that newspapers, magazines etc. have for carrying advertising inserts/supplements in their editions. (Asile might just be a way of identifying inserts as something "external" to the publication carrying it - as opposed to an ad on the page.)
